Introducing the HAP Revitalization Platform

Last issue we argued that mission and returns aren't a trade-off. This is the vehicle we built to prove it.
We made the case that returns are what scale the mission, that affordable housing is harder than market-rate, and that the complexity scaring investors off the field is exactly what protects the returns for the people willing to do the work.
That's the philosophy. Here's what we built with it.
The HAP Revitalization Platform is United Partners' inaugural flagship strategy: acquiring, rehabilitating, and stewarding affordable multifamily communities supported by HAP contracts.
The opportunity is hiding in plain sight. HUD's Project-Based Rental Assistance portfolio is one of the largest off-market real estate markets in the country — roughly 17,700 active HAP contracts and 1.2–1.3 million assisted units. And it's bleeding: every year, 5,000 to 15,000 affordable units are lost to owner opt-outs and distress. Real homes, leaving the affordable stock, because the existing owner retired or ran out of capital.
That's where capital and competence matter. Our approach is simple to say and hard to do: acquire HAP-supported assets at renewal, distress, or ownership transitions; rehabilitate them while preserving affordability; recapitalize and return equity to our partners.
All of it sits on layered, technical machinery — RAD, LIHTC, project-based Section 8, constant public-sector coordination. That's the "brain damage" we wrote about last time. We didn't learn it for this platform; the principals already had, across 1,000+ units and 35+ years of work.
The barrier is the moat. We've already paid the tuition.
